fix(misc): bump ci-workflow generator to node 24 and current action majors ## Current Behavior ci-workflow templates pin node 20, checkout@v4, setup-node@v4. Generated output lags the docs. ## Expected Behavior - node 24, checkout@v7, setup-node@v6, setup-bun@v2, action-setup@v6 - pnpm fallback pins bumped to 11 (9.8.0 -> 11.13.0, pnpm@8 -> pnpm@11) across all providers - snapshots regenerated - CI doc snippets aligned to the same majors ## Related Issue(s) Fixes NXC-4676
