feat(misc): send analytics opt-in answer in init and cnw stats ## Current Behavior recordStat sends cloud prompt result only. Analytics opt-in answer not tracked. nx init never asks analytics prompt. ## Expected Behavior - complete stat includes analyticsPrompt: 'yes' | 'no' | 'unset'. - CNW: thread determineAnalytics answer into meta. - nx init: ask analytics opt-in, persist to nx.json, record answer. - 'unset' = not asked (CI / non-interactive).
