fix: hide apply button for auto-applied tasks (#2935) When a fix has couldAutoApplyTasks=true and verificationStatus=COMPLETED, there's a timing window before userAction is updated to APPLIED_AUTOMATICALLY. During this window, the UI was incorrectly showing Apply Fix buttons. This adds an 'Applying Fix Automatically' in-progress state to show during this timing window, and hides the 'Fix Verified' section since the auto-applying section already indicates the fix is being committed.
