fix(rspack): keep withNx/withWeb/withReact synchronous The async conversion was leftover from an abandoned await import() approach; the helper bodies do no async work. Returning a Promise gratuitously widened the contract of these deprecated helpers. Revert to sync; the executor already awaits and composePlugins handles sync plugins, so behavior is unchanged.
