fix(testing): hold the Cypress 16 migration only when a Vite component testing project resolves Vite 7 The `23.3.0-cypress-16` package update was held whenever a Vite below 8 resolved from the workspace root. Angular 20.3 to 22.0 pin Vite 7 in `@angular/build` and npm hoists it, so those workspaces stayed on Cypress 15 with no message, and `nx migrate` never retried the group once `@nx/cypress` was on 23.3. Replace the group with the `upgrade-to-cypress-16` migration, gated on Cypress 15. It reads the bundler of each project's `component` block, resolves `vite` from the config's directory as Cypress does, and keeps Cypress 15 only when a Vite component testing project, or one whose bundler cannot be read statically, resolves a Vite below 8. It then reports the config and the rerun command. Otherwise it bumps `cypress` and the declared `@cypress/*-dev-server` packages, catalog entries included, and runs the Cypress 16 rewrites and prompt itself, since the `requires cypress >=16` entries are not collected while Cypress 15 is installed. Those entries stay for workspaces already on Cypress 16.
