fix(vitest): infer inputs for setup files outside the project root setupFiles and globalSetup can point anywhere; when they land outside the project and outside its dependencies, nothing declared them, so editing a shared setup file replayed a stale cache hit. Declares those files and the tsconfig vite resolves for them. Relative entries resolve against the authored root, defaulting to the project root: vite fills a missing root with the graph process's cwd, but the task runs with cwd set to the project root.
