c4ecb0bf feat(angular): support jest-preset-angular 16.2.0 for Angular v22 jest-preset-angular 16.0.0 peers `@angular/core <22`, so jest unit tests in Angular v22 projects got an incompatible preset. 16.2.0 widens the peer to `>=19.0.0 <23.0.0`. Bump the version generated for new v22 projects and add a `nx migrate` packageJsonUpdate for existing ones. The update lives in `@nx/jest` (processed after `@nx/angular`) to avoid the Angular/Jest requirement deadlock, is gated on `@angular/core` 22, and only applies where jest-preset-angular is installed. Angular 21/20 keep their pins.
