3f1eec2f cleanup(core): stop migrate tests from hitting the registry in local TTY runs The parseMigrationsOptions tests left process.stdin.isTTY at its ambient value. In a local TTY, canPrompt() returns true, so the --include eligibility gate fetches supportsOptionalMigrations from the registry and the tests fail on nonexistent package versions. CI never hit this because isCI() forces canPrompt() false. Pin non-TTY for the block, matching the sibling resolveInclude and resolve-package-version specs, so the gate stays off regardless of the host terminal.
